This proposal is an astoundingly bad idea, especially at this time of climate change and increasing severity in weather events. – From flood to drought.
The proposed changes would belittle and weaken Ontario by compromising:
1. Resource management based on natural boundaries and watershed jurisdiction, recognizing the facts on the ground and that water does not to follow arbitrary political wishes
2. The spirit of co-operation fundamental to the 1946 Conservation Authority Act with the province and municipalities working together
3. Harnessing the strength of local initiative and cost sharing
4. Local stalwarts in flood control
5. Existence and role of Conservation Authorities (CAs) which enabled strong and effective responses to devastating events e.g. Hurricane Hazel (with local land management initiatives), Walkerton well water contamination (implementation of source water protection).
All the above strengths work for the safety of communities and the needs of local residents and landscapes.
We do not need leadership by committee, i.e., Ontario Provincial Conservation Agency, and certainly not another level of bureaucracy and “Control Central”.
CAs know how to cooperate and share. They have been doing it for decades.
The wrongness of these proposed changes leads one to ask: What is behind this proposal? Who would benefit? On the face of it the rational provided makes no sense.
Is this yet another example of questionable conduct on the part of the current provincial government?
If so, forshame for this attempt to weaken Ontario and to lessen the protection of its landscapes and communities.
