The proposal to increase the size of the Conservation Authorities, some to 6 times the square kilometers of the present organizations, is disturbing .
Floodwater , erosion control and water health is complex and depends very much on local stewardship and oversight of the physical landforms. We need to preserve the continuity of the existing expertise. The CAs are organized by watersheds, which are large as it is, but it is possible for conservation officers to access sites within a workday.
The Ontario Ministry of the Environment and Parks is asking in this posting how to best implement this plan to amalgamate the CAs from 36 to 7. The Ministry has a lot of explaining to do how the essential work of CAs could possibly be better executed in a central administration.
The rules are set out by the Conservation Authority Act as well as by the Provincial Policy Statement are same for all the C.A.s. There is no fragmentation.
The Ministry in the statement for this policy proposal grades the environment as last priority, the economy as it's first focus. Let's take advantage then of the existing free natural infrastructure and not ignore and dismiss water intake , erosion control and riparian areas.
