This idea is not good. Sure bloat can be a bad thing. But these are seperate watersheds and the departments managing them know what they actually require. Reducing the number is only going to reduce the oversight of them resulting in damage to them. The environment and the human beings who rely on them. No one asked for this except for, I assume, corporate lobbyists who would benefit from this in order to do a lot of damage ober a huge area effecting lots of waterways, people and animals. Leave a good thing alone.
