Ontario various ecological zones are distinct, and benefit from local management by knowledgeable experts who understand the area they are managing intimately.
This won't be possible with mega regions.
Conservation areas were created to prevent flooding, and the very likely outcome of these proposed changes will bea huge sell off of conservation area land to developers. This will be short term gain for those developers but long term pain for the people who buy houses in those subdivisions and downstream of them as they experience year after year of flooded basements and roads.
This is a terrible plan being implemented for all the wrong reasons.
Please reconsider.
