Just because something looks cheaper does not mean it's better. This is a short sighted decision that ignores the regional variation. Sarnia part of Lake Erie? No. Those are entirely different ecosystems. Same with London. Local folk have required knowledge to best support environmental goals. Utilize them. Consolidation is a mistake.
