Ontario's conservation authorities are the envy of the environmental world and those interested in healthy watersheds.
Most countries/ states / provinces manage watersheds delimited by municipal or other boundaries but, of course, rivers don't obey these artificial borders. As a result, water management is, at best, piecemeal.
By monitoring and managing the province's watersheds on a watershed by watershed basis, the entire river/watershed can be looked at in its entirety.
Don't mess with a system that has worked well for about 3/4s of a century. Especially not now with ever-increasing stress on our water supply due to residential, commercial and industrial activities.
