While the proposal to centralize authority appears logical on paper, the individual conservation authorities should be allowed to continue with their work on a local level. Conservation authorities work best when decisions are made close to the land and the people affected. Local knowledge of soils, drainage, flood risk and land use is critical to safe and sustainable development and should be preserved. Perhaps the purpose of this proposal should be to assist in the uniform administration of the so called "fragmented" operation of the conservation authorities, thereby modernizing the process without dismantling local governance.
