The proposed amalgamation is unnecessary. A unform permitting system could be implemented without combining conservation authorities. It is important for conservation authorities to be focused on and connected to their local communities. The important relationships that conservation authorities have with local residents and organizations will be difficult to maintain under the proposed system.
