I understand the need for standardized approaches by conservation authorities to development. The government of Ontario should work closely with each conservation authority to ensure that the criteria being examined is consistent. However, I do not see value in creating larger authorities. Oversight by the smaller, more focused conservation groups will ensure that the specific applications are examined for value/conflict, and proposed resolution. The larger areas proposed by the government of Ontario will create more generalized policy, that risks overlooking local environtmental concerns, community expectations. The concern of broad brushing conservation policy is that people unfamiliar with an area/need will make decisions based on their own experiences. When an organization becomes large, it risks increased administration/management at the expense of the real needs of the business.
If good guidelines exist, the smaller organizations will better meet the needs of their own community.
