Governance over conservation areas should absolutely remain with the local authorities - which will be more sensitive and in tune with the areas they serve.
The province has a terrible track record balancing ecological concerns with development and the idea of their having additional control makes me deeply uncomfortable.
Any attempts at standardization might accomplish streamlining, but to amalgamate almost certainly wouldn't (evidence is historically against such attempts.
Since the province currently invests 2% into the local operation they do not have a stake to even begin having that discussion - but to come without an extremely detailed plan challenges rational thinking.
