This comment is made on behalf of German Solar Corporation:
Brownfield (solar) projects should not be required to show a demand for electricity. Brownfields are underutilized properties and it is desirable to use these areas productively and to their full economic potential. Due to their status as brownfields these projects should be eligible for a renewable energy approval without the requirement to show demand. In the alternative, a municipal support resolution should be sufficient to meet the demand criteria and should be added to the current list of criteria for demonstrating demand.
