The EPA and Technical Guide to Renewable Energy Facilities needs to be updated, to reflect new information meant to protect human health and the environment.
There is no need for this "Transition Regulation". All projects should have to comply with any revisions.
Even projects not yet having met their COD, should have to meet the requirements. No project should be grandfathered, exposing local citizens/the environment to potential harm (as evidenced at existing projects and reflected in the 4500 noise complaints reported to the MOECC between 2006-2016.)
