I do not agree that this provision duplicates federal legislation. Rather, it reduces the accountability of industries and businesses in this province which are releasing toxic substances despite the fact that Ontario' emissions to air, land, and water are some of the highest in North America.
The purpose of the provincial TRA (Toxics Reduction Act) is to prevent pollution and protect human health and the environment by reducing the use and creation of toxic substances and informing Ontarians about toxic substances. Pre-TRA legislation in Ontario (e.g. EPA, OWRA) focused on and continues to focus on, pollution abatement, not pollution prevention. This problem continues to explain, why Ontario’s emissions of toxic substances are so high.
We cannot support legislation that would put the health of our citizens and the next generation at risk.
