There needs to be clear direction for the new Local Planning Appeal Tribunal (LPAT) on how to render a decision, in terms of what to review, and the limit and scope of their power, especially in absence of witnesses and evidence in the first conference.
As well as the role and responsibilities of the members of this tribunal, who they are, what they do, what their experience is. If we (City of Ottawa) are setting it up, are we also responsible for appointing members? It should not be on the municipality in order to ensure complete isolation from political pressure or influence from the parties. The Province should take this on.
