It appears as though the new Phase 1 requirements will only require 'core infrastructure assets' to be included. If a Municipality has not yet completed their 2016 AMP that required 'all infrastructure assets', will they be able to publish their AMP with just the 'core assets'? Does this act supersede the Building Together Guide? Will Municipalities be penalised when funding is being granted if a 2016 AMP is not published wiyh 'all infrastructure assets' and instead just publishes an AMP with 'core infrastructure assets' as per the new regulation? If the Phase 1 is not required until 2020, does a municipality need an AMP published that is more recent than their 2012 AMP? Or is the 2012 AMP sufficient until they publish an AMP under the new regulation? What are the consequences of not publishing an AMP on time as per the new regulation schedule?
