This proposed legislation will create additional challenges to already overextended municipal capabilities. Additional staffing and financial commitments are significant. Municipal governments, particularly small, rural municipalities, do not have staff nor resources to fulfill the requirements of this legislation, so in most cases, this is a project that will have to be undertaken by consultants. All municipal governments strive to provide services to our ratepayers and residents that is cost effective and efficient. The requirement to implement a policy to address how we are moving forward with our asset management plans, and related reporting requirements, is another example of an unnecessary expenditure of taxpayers' money and staff time. Municipal Asset Management Plans were developed to address municipal asset challenges moving forward. Significant cost and effort, staff time and commitment, was put into their development and ongoing effectiveness. It is not necessary to add another bureaucratic layer to this process.
