As a municipal CAO/Clerk I must strongly object to the timing of the implementation of the regulation. I believe that asset management planning is an important tool and has many benefits for municipal councils, staff and residents. However, the proposed timing of the implementation appears to not take into consideration the 2018 municipal election. Requiring that a major policy direction must be formulated at a time when many elected officials are retiring, campaigning or entirely new to municipal government is doing a disservice to the people those elected officials represent. I would strongly urge the province to delay the timelines for implementation of the policy and the following three phases by twelve months to ensure that the elected officials charged with this important work have time to become educated with respect to municipal infrastructure.
