As per my day to day working with municipalities with energy conservation files, AMP is key driver to drive energy conservation and equivalent GHG reduction.
It is a great step to include energy cost in life cycle costing for propose AMP. However it should be made mandatory to include information on efficiency on existing electrical equipment in any facilities. In USA, there is a growing trend to label electrical asset on the basis of efficiency and this can drastically impact the replacement decision.
This will change the entire process of capital planning that the municipalities has in place.
Training the people on best practices is essential to assist municipalities follow the core principals of asset management.
