To Whom It May Concern:

As residents who live within close proximity to Timco Foods, the frequency of the obnoxious odour produced by this company negatively impacts the enjoyment of our property. Below are a number of troubling concerns in response to the current operation of the facility and the requested ECA amendment application.

  1. The frequency in which the odour is produced and reported to Timco Foods and the Ministry of Environment (MOE) is unacceptable. We feel that the bio-filter system is simply inefficient and request that it be reexamined for improvements. This may include the consideration to add more beds with a potential depth increase or reinstall a new system. The bio-filter should also be fully maintained by a reputable third party company, submitting regular reports to both Timco and the MOE.
  2. With the source test concluding non-compliance, we do not support a production increase to 5,000 kg per batch. We recommend a product reduction to be enforce until Timco is able to operate within compliance for a determined period of time.
  3. It can be concluded that Timco does not have a consistent or reliable standard of operation. MOE reports as recent as 2018 and 2019, continue to show many infractions against Timco, supporting an extensive history of public disruption. This has created a lack of trust and puts into question whether imposed regulations could be followed long term by this company.
  4. Timco’s facility manufactures oils and ash-based animal proteins. We are concerned that the building’s suppression system (or lack thereof) may not be compliant with current Ontario Fire Codes for the location and type of manufacturing that is taking place. This leaves the surrounding residences and business owners vulnerable in such events as fire or contamination. We request that the Ontario Fire Marshal in conjunction with the MOE and County of Brant complete a full review of the site.
