To whom it may concern:
Motorcycles should be treated as high occupancy vehicles.
Motorcycles are more fuel efficient than automobiles, even when you divide the consumption across 2 or 3 occupants in a small car, let alone a truck or SUV.
The same relationship exists with electric vehicles. An electric motorcycle has a smaller burden on grid power than of a big and heavy electric car, especially those popular luxury sedans.
Studies show that in rush hour traffic, more than 80% of vehicles have only a single occupant. So let's encourage and reward the small vehicles which consume less energy and occupy less physical space on the road.
