On July 1, 2019, the Ministry of Transportation amended the Highway Traffic Act, Ontario Regulation 620/05: High Occupancy Vehicle Lanes to permit single-occupant motorcycles in HOV lanes.
Effects of consultation
The vast majority, 96%, of comments received were in support of the proposed amendment, citing reasons such as the environmental benefits of promoting motorcycle use, the potential to increase safety and ease congestion, and alignment of HOV lane laws with other jurisdictions.

Proposal details
The Ministry of Transportation is proposing to make an amendment to the Highway Traffic Act, Ontario Regulation 620/05: High Occupancy Vehicle Lanes, for the purpose of permitting single-occupant motorcycles in provincial HOV lanes.
The introduction of an occupancy exemption for motorcycles as proposed is aimed at enhancing road user safety and aligning Ontario's HOV rules with other jurisdictions.
