There appears to be nothing which requires a municipality to undertake a determination of the value of the property/structure from a cultural point of view. It appears to be primarily a series of steps which are necessary SHOULD a municipality WISH to designate a structure. This major flaw should be addressed. If the goal is to protect historic structures, this should form the focus of the legislation. If the goal is simply to give a road map to justify their removal, then is process will certainly do the job!!
