Collection sites. It is understood that collection sites will not be required to register with RPRA. Who will ensure collection sites will be aware of the record keeping requirements? Who will audit collection sites to ensure they have records and that they are compliant with privacy laws? The compliance of a collector should not be the responsibility of a PRO or Processor.
Reporting Requirements. It is unreasonable to expect collectors, haulers and processors to report on the number of information technology, telecommunications and audio-visual equipment and lighting. Only refurbishers could provide actual counts due to the nature of their business.
