The reduction in the approval time periods should not be made retroactive to the date of Royal Assent.
Approval authorities are required to process applications under current legislation and time frames. Procedures that have been established by these approval authorities will need to be changed to adjust to the shortened approval time frames. Altering the approval period mid-stream could result in LPAT appeals related to failures to make a decision and bog down an already strained appeal system.
I am not opposed to the reduction in approval time periods, but the transition date should be changed from the date of Royal Assent to the date of Proclamation.
