To Whom It May Concern:
Your proposal for a spring bear hunt is not only unsporting, but inhumane.
How can you tolerate a person shooting a sleeping bear? Or, shooting a mother bear leaving innocent, unweaned cubs?
This is not ethical behavior in my estimation. Please reconsider.
