This policy has more general concepts than details eg producers are responsible for collection, but no detail on how this might be done. So it is not possible to really assess it
- I do not see how the same general policy would work in widely different communities with different concentrations of people
The policy does not stress the most important issues:
- the overall goal is, or should be, reducing waste and specifically reducing plastic waste which is harmful to the environment and also to individual health. I do not see this stated anywhere.
- recycling is an inefficient way to reduce waste and plastic waste. Much more effective and efficient is reducing or avoiding use at all. This should be stated and the means of reducing use or avoiding use should be stated. The government should be encouraging industry led use of reusable containers such as glass or metal containers for products (such as reusable beer or milk bottles)
(Note: Faced with reduced demand for fossil fuels, the fossil fuel industry is strongly pushing use of plastics. Our governments must not be held to ransom by the fossil fuel industry. We must reduce our use of plastics.)
- the only containers that should be encouraged for use are those that can be fully and repeatedly recycled - therefore the government should ban certain products that cannot be recycled at all eg black plastic and must also ensure that there are markets for recycled plastics
The time frames proposed in the policy are far too long. It is generally accepted that mankind has a time of 10 years in which to make major changes in order to prevent catastrophic climate change sequelae. In that context a target date of 2030 as in part of your policy is completely irrelevant, and a target date of 2026 - 2029 is much much too late. Changes must be brought in in 2021
This policy seems out of context with federal single use plastics ban in 2021 and I did not see any reference to that.
Finally - this does not carry with it a sense of urgency as it should do.
