Simply put, if a plastic cannot be reused or easily recycled, it should never be allowed into Ontario markets. For things like medical uses where the refuse must be incinerated, then it should be done at a plant that treats the exhaust gases to remove toxins and heavy metals.
If a company wants to mix plastics in their products in such a way that recycling programs have difficulty processing it, then the company should bear the cost of separating the plastics themselves and passing the separated products on to the recycling programs. Further, companies that use plastics should have to source significant portions of their purchases through recycling programs.
