While we agree with the intent of this legislation change there is too much ambiguity in the change. It is clear that this change is to allow retail establishments, restaurants including cafes and bars, hotels and motels to receive goods outside of municipal noise bylaw times.
With this clear, is is important that the definition of "goods distribution facility" be defined as "a facility that provides goods to one or more of retail establishments, restaurants including cafes and bars, hotels and motels".
This would allow the intent of municipal noise bylaws to be utilized where they make sense without impacting the small businesses outlined above.
