Although most aspects of this proposal are positive steps, I do have concerns about making the producers pay. You are introducing a tax on Ontario manufacturers, and therefore making Ontario less competitive. Packaging materials and packaged goods coming from out of the province, will basically be tax exempt. This tax on Ontario produced packaging will be passed onto the companies who require their packaging material. Many companies in Ontario, may find it advantageous to purchase their packaging supplies from Quebec, the US or even China.
Ontario producers will have to pay to recycle the out of province material for goods not produced in Ontario. There are so many consumer good sold in Ontario with packaging procured from outside of the province. It is not fair to have Ontario producers pay for recycling, while out of province producers pay nothing.
Let's keep Ontario competitive.
