I'm extremely concerned this proposal could actually cause producers to switch from recyclable packaging to non-recyclable packaging (destined for landfill) to avoid having to pay for recycling of their own packaging... that would be a major, major policy failure.
The government needs to create a measure to discourage use of non-recyclable packaging (producer pays for trash filling up our landfills, leaching into our water, creating methane), e.g. by penalizing/making trash creation and disposal more expensive than the producer-pays-for-recycling proposal.
Additionally, compostable packaging and deposit return initiatives should be incentivized to round out the spectrum of waste handling options.
