I'm concerned about the overall intent of the proposed project list, the factors used to identify candidates for inclusion on the list, and the nature and number of projects currently being proposed. This notice mentions that factors such as magnitude, duration, frequency, and geographic extent of potential impacts were used to determine environmental significance, but those factors do not exist in the amended EAA. They should be there.

Basing the list on government "experience" is not enough. They need to be based on evidence, such as rigorous scientific and technical studies, reviews, and reports. Why were projects like sewage treatment plants excluded? Why are there only 13 categories of designated projects when the federal project list under the Impact Assessment Act has 61 categories?

I do not agree that there is "duplication" between the EAA and other provincial laws and I do not think that the list should be constrained to the "worst" projects, but to any project that can cause significant adverse environmental effects.

I support all statements and comments made by the Canadian Environmental Law Association.

The proposed list is incomplete, inadequate, and unacceptable. I'm urging the Ministry to immediately withdraw and substantially revise the proposed project list to ensure that it fully implements the stated purpose of the EAA, namely, the betterment of the people of Ontario by providing for the protection, conservation, and wise management of the environment.
