In Toronto Zoning bylaw, Employment Industrial is divided to four zonings:

Employment Light Industrial Zone (EL)
Employment Industrial Zone (E)
Employment Heavy Industrial Zone (EH)
Employment Industrial Office Zone (EO)

These four zonings land uses are big different, Land Use Compatibility Guideline should have detailed MSD and AOI for each of them, especially between EH and EO or EL.

In our area, a small Employment Industrial area is surrounded by a big residential area, inside of this Employment Industrial area many properties' zoning is E, lots land uses are EL and EO, and almost all land uses do not have impacts to their neighbors and residential area, but one property is EH, an asphalt plant and a recycle station there, this property does not have separation distance from its neighbors and its space is not enough for the two businesses, their vehicles occupy on street, this property land uses cause the adverse effects to all surrounding other land uses.

If the land use planning is reasonable, this property should not be EH zoning, it should be other employment zonings. Currently because this property EH land uses (both businesses are tenants, do not own the property), this area air is polluted, public health are affected, other business conducts and residential life are impacted, environment is damaged.

We need this Land Use Compatibility Guideline have detailed MSD and AOI for each of Employment Industrial Zoning, to prohibit such wrong zoning decision is made. Of course, this site land use decision has other problems, e.g. no public consultation in community, not go through legal process. A clear land use guideline should help to avoid similar mistake in the future.
