As a private citizen, but one who is a P.Geo. with over 25 years experience in the environmental consulting and municipal government sector, I am writing to express my full support for the proposed changes to these guidelines. There have been too many instances where conflicts between residential and industrial uses have occurred, centering on noise, odour, dust, etc. To protect the viability of industry, restrictions for residential land use encroachment are important. Similarly, communities require protection from certain industries that should not be located in close proximity to residential and/or sensitive receptors. I would encourage the MECP to consider the example of Elmira, ON where there has been a 50+ year history of odour emission issues that continue to this day without full resolution. These situations have occurred due to a lack of proper land use set-backs and buffer zones. The proposed changes to the D-6 guidelines are without question a step in the right direction and will provide a key source of guidance for municipal land use planning. Thank you.
