The mandatory hunter reporting is important, I understand the reasons for this requirement and I always comply for turkey, moose and deer - I don't hunt bear, elk or wolf in WMUs where a tag is required. The penalty looks like another tax grab which is something I would more likely expect with a Liberal or NDP government in power. I think the penalty of not letting a person purchase a licence the following year after they fail to submit a mandatory report should be adequate as most people are repeat hunters each season. I have no proof whether or not they do but I'm not sure the MNRF follows through with this penalty (no licence the following year after not reporting) which may be why some hunters don't comply - i.e. there is no consequence for non-compliance.
