Can industry produce cleaner fuels (lower than standards) ie. 2 ppm sulphur Gasoline and Diesel and Jet to trade-off sulphur emissions in other locations?
This is the equivalent of reducing SO2 emissions by a “credit trading system” which allows for sulphur of 25% in lots of areas to offset the single trouble source that needs a 90% reduction. Balancing reductions with multiple ‘handles’ allows industry to comply economically without impacting feasibility of operating specific areas or risking layoffs.
