So the Province deems that a railway will need an EA at 50 km in length. Railways are vastly less damaging to the environment than highways. So why the limit of 75 km for a highway? It should be less distance than a railway. It sounds like you're trying to get around an EA for the Highway 413 and Bradford bypass which are both less than 75 km. Keep it as it is. ANY new road should need an EA.
