The proposal regarding the change re 400 series highways, to no longer require a comprehensive EA when these are being planned is short-sighted, wanton and disregards best environmental practices. This proposal should be abandoned, and a complete EA should be conducted whenever new roads are being proposed, particularly intrusive ones such as the 400 series. The disruption to flora and fauna, even at a distance from the work site, is irreparable.
