Spent pits and quarries should be rehabilitated not turned into dumps for soil from construction sites. Any soil that touches the water table should be preinspected for contamination and rejected should any exist in any quantity.
The current problem is not a lack of regulation but a lack of enforcement. Municipalities are better enforcers that provincial ministries because they are more responsive to local citizens Forget enforcement through ARA and allow by-laws to do the job.
