I support the proposal, however, would like the Ministry to consider that the existing Excess Soil guidelines were intended for sites with a stable water table. Many quarries have lowered water tables to allow for quarrying operations, and the water table will rebound once those operations end. The Ministry should ensure that QP's evaluating the placement of excess soil consider a) the position of the water table after rebound has occurred, and b) the changes the rebound has on groundwater flow directions, including changes to Wellhead Protection Areas. WHPA's should also be part of any risk based decision making by the responsible QP.
