The proposed regulatory changes identified for the beneficial reuse of excess soil at pits and quarries in Ontario does not take into consideration sensitive lands and water areas. There should be absolutely no filling below water table period. Our moraine lands should be off limits to self regulation of any kind.
The lucrative business of "loosing" contaminated fill is too attractive to allow self regulation in sensitive lands.
The MNRF/ARA should be bulking up their staffing compliment in order to continue and further regulate these lands. The climate crisis needs to be taken into account when making these kinds of decisions. I realize that we have to balance the needs of the economy with the needs of ecology however at some point we have to take a stand on how much further/future risk we are willing to take with our lands/water/air. Perhaps we could start by REALLY protecting our sensitive/vulnerable areas which I hope you will write into this legislation.
