The “testing requirements” that were proposed for implementation in 2022 are a huge barrier to the normal efficient operation of thousands of landscape contractors in Ontario. To require soil testing for each individual site/project is totally unrealistic and would cause significant costs to the homeowners and the contractors doing the work .
It would cause immense delays and unnecessary costs .
We understand the need to monitor and control contaminated soils, however the material that is coming out of residential yards is the same material the owners / residents are working in while at their homes.
There has to be some method where the spoils from these residential projects can be lumped together or tested at certain intervals at the collection sites , not at each individual source.
