With a number of existing houses in downtown cores and apartments over existing retail outlets, there is space that could be adapted for low cost housing. By utilizing existing stock, it would be more cost effective, more immediate. When existing buildings are demolished and replaced, there is a massive increase of refuse being discarded at landfills. It takes the carbon already captured in the organics of the building and releases the carbons back into an already overburdened system. It also increases pressure to produce the gravel to create new concrete. Adaptation is more cost effective, faster to implement, more environmentally responsible. In a day and age when the citizenry is encouraged to reduce, reuse, recycle, governments should be willing to lead by example.
