Good morning

I am writing to comment on Bill 23, not just from the viewpoint of the important role that Conservation Authorities play in the Province of Ontario; but also generally, on the impact of the Bill as it stands now to both the environment and any municipality. I feel that several questions need to be asked and answered before Bill 23 is even considered. They are as follows:

1. What is meant by "affordable housing”? There are a myriad of housing types, costs and designs that might be termed affordable. Not everyone who needs housing can afford a house in the suburbs. What about small homes as an infill project, supportive housing for the homeless, rental accommodation for families that is well maintained and not subject to large rent increases and low rise apartments.

2. What will happen to homes built on flood plains when Conservation Authorities no longer have input into a housing development? We are now seeing the impact of climate change with increased intensity and duration of rain storms, for example. Who will cover the insurance for these homes if flooding does occur? Who is liable for damages?

3. Wetlands have many purposes in the eco-system. Not only do they act as “carbon-sinks”; but they also help with flood control, they purify water and they provide an environment that supports biodiversity. What will be the impact on climate change if wetlands are built on? What will be the impact on biodiversity to our local ecology?

4. There is mention of expanding the urban growth boundary. Southern Ontario is located in an area known for its Class A agricultural land. Expanding the urban growth boundary will only decrease the opportunity for local agriculture. What will be the impact on the rising cost of food when more and more, the food we eat needs to be transported by truck from central terminals?

5. Bill 23 suggests that development fees for affordable housing be decreased. How will local municipalities and taxpayers handle the services required for these “new suburbs”? It will be expensive.

I agree that there needs to be more affordable housing in our community. I disagree with Bill 23 for the above mentioned reasons.
