The Waterloo Region Official Plan Amendment 6 does not Conform with the Growth Plan, as it does not provide sufficient lands for new settlement area (community area) to provide housing. The Region's Land Needs Assessment does not conform with the requirements of the provincial methodology - especially the requirement to provide a market-based supply of housing types to the extent possible.

Significant additional lands must be added to the settlement area, including those lands identified by Wilmot Township planning staff as "Priority A" for settlement area expansion.
