Peterborough area approved its CCAPs a year ago, but because there was no business plan (i.e., money commitment) associated with it, relatively little has been accomplished so far for GHG reductions, except a bit on the municipal side where financial savings were obvious. I strongly urge the Ontario government to require that a business plan be developed as part of every municipal CCAP. The CCAPs cannot be just aspirational if anything significant is to be accomplished within their (and provincial) timelines.
