While I understand the purpose of this document, one of the key changes that needs to be made is to update the building code. Houses should simply not be allowed to be built or retrofitted with inefficient windows, doors, insulation, siding, etc. Houses in cold climates should have a double entrance, the way many box stores do. The amount of heat/cold blowing out of the house from a door that opens directly to a -25 degree (or plus 30 degree!) temperature is simply wasteful.
We know better, it's time to build to a higher standard. The building code should be modified so it requires more efficient building design and materials.
