I am strongly against the this proposal and believe that the proposed changes should not go through. This is because I believe it is a poor decision to place more responsibility on LEPs who are not operating with the interest of protecting the environment but rather to make a profit for their employer. Based on my experience, LEPs have frequently provided incomplete work in their ECA applications and the technical review process is critical to identify design problems and ensure that the proposed works will protect the environment. Lastly, I believe that the current Stormwater Management Design Guidelines need to be updated to more stringent and modern design criteria before the proposed changes could even be considered.
