I am unsure why a full environmental assessment was not required at the beginning of this process. It is finally encouraging that the Ontario government/ministry is trying to do the right thing and require an assessment.

The original course of action would have been tantamount to renovating an abandoned building with a handshake with the housing authority and only adhering to building code at the original era of build - clearly something that York 1 is trying to exploit.
