Thank you for the opportunity to provide feedback regarding Norfolk County.
I am strongly opposed to the plan that Norfolk County put forth. I have grave concerns with our current council and its plan to expand boundaries to appease developers and suspect conflicts.
I have MOE certificates in Water Distribution Class IV and Wastewater Collection Class IV
The majority of my concerns are related to Waterford but there are concerns with Delhi and Simcoe plans as well.
In Waterford the Wastewater treatment plant was upgraded within the past 5 years and the consultant G Douglas Vallee has instructed council that the current plant is only suitable for the develop infill within its current boundary. It is a Saga leach field system with a capacity around 4500 residents.
G Douglas Vallee is acting as consulting agency for Villages of Waterford, developer Tom O'Hara. Our mayor, Amy Martin is on Villages of Waterford insta gram account promoting the development in 3 separate posts.
An initial group of concern residents of Waterford collected and submitted a petition against the boudary adjustment of just over 1700 signatures. They were collected within 1 week. That was from a rural community of 4400 residents. The mayor and council did not listen to the residents.
During the April 30, 2024 Mayor's affordability round table meeting 6pm in council chambers. I motioned numberous to be acknowledged and to speak. Councilor Kim Huffman acknowledged me but informed me I was unable to speak. During this meeting Mayor Amy Martin spoke on record that "she was not going down that road again" regard brownfield development. This is the attitude of our council: build and pave over our farm land and let the brownfield opportunities pass us by. At the end of the meeting Councilor Kim Huffman came to speak with us. It was clear that I was angry and probably presented as aggressive. Our Mayor, Amy Martin directly went and spoke with G Douglas Vallee and developers Tom and Nancy OHara. Councilor Huffman was left with 3 vocal and angry residents. All staff left the building and left Councilor Huffman alone in a municipal building. Councilor Huffman set the alarm and locked the building as we left. Kinda showed me where the Mayor's loyalties lay. This is another example of suspected conflict of interest.
Storm water collection is another concern that should limit development. Our municipal Water well #3 and #4 located on Thompson Rd has infiltration from Nanicoke Creek and the Waterford ponds. Page 61 of 107 on the attached report outlines these concerns. Long Point SPA sourceprotection.ca was completed in May of 2020 for Norfolk County and they report Waterford's water well #3 and #4 hydraulic connection with the creek and ponds make Waterfords water source protection as "highly volunerable". Storm water management within Waterford empties into Nanicoke Creek some after the dam but mostly above the dam. With the low flow of the Creek and relative slow flow of the aquifer the risk as noted is high. Lawn pesticides, road salts and any other foreign substances enter these ponds.
Norfolk County describes the land entering into the boundary expansion is not suitable for specialized crop farming. The land within the boundary expansion to the north was 2 years into a 7 year ginseng crop. That was removed when sold to the investors. It is currently planted in sweet corn by Welsh Brothers Sweet corn, Scotland Ontario. Attached photo showing migrant workers picking the corn August 9, 2024.
Norfolk County reports to you that a thorough heritage and archeological assessment was completed and is clear. At the Waterford Old Town hall there is a monument speaking of the Free Mason of Waterford joining with forces in October of 1814. The battle of Malcolm Mills was the last battle of a foreign county on north American soil. Members of Six Nations joined in this battle. During the battle one of the mills in Waterford was burnt the battle continued to Malcolm Mills near current day Oakland. This battle was fought on the boundary expansion soil in question. It should be sacred and left well enough alone. Six Nations of the Grand River already have land claim issues within the province.
Our Norfolk County elected officials do not care except for the developers. They do not care about our water. They did not listen to 1700 taxpayers of Waterford. Norfolk County does not care our Wastewater treatment facility is less than 1000 bodies shy of capacity.
Norfolk County does not care about our Six Nations of the Grand River residents. Their ancestors died for our freedoms and Norfolk County refuses to acknowledge the land we live on was their territories.

I encourage to return the Plan back to Norfolk County.
