The upgrades sound encouraging. My only comment would be for the third improvement you have noted; Create a "Last Chance Allocation Step". How do you make it fair if there are left over tags? I guess there is not enough information to understand. You do mention the utilization of modern automated processes. I feel like priority still should go to individuals with more points and it shouldn't be a first come first serve for the remainder of the tags.
